The fact VOIP is still not acceptable (aka legal) in Namibia is not a failure of the Namibian legilsators or legislation, but rather the fact that the applicable act (Telekom's as the mighty monotheistic, monopolistic body) has not been changed. And, anyway, it was illegal in a number of countries ( Europe included) before the legislation came through to legalise it. We must never generalise, but see things in context.
To take your analogy further: There is a time for everything; first is was the age of the Greeks, then the Romans, now the Western nations .... Obviously, some civilisations will decline and other rise. (Teach your children Chinese so long < LOL>.)
Namibia will never follow the example of Zimbabwe .... although it is not all that clear in SA after the election of the popularist Zuma.
