Electino Watch - IPPR observers toured Tobias Hainyeko and Samora Machel constituencies on the north-west side of Windhoek this afternoon.
Some very cramped, hot polling stations with some very dedicated staff. No major problems, although most are operating without a laptop to link to the electronic voters register. Many tendered votes being cast. In some polling stations tendered votes were more than ordinary votes, which raises the issue of how they will be counted. Voters very patient and in good spirits as is usual in Namibia. Only found one polling station without party agents present.
Polling staff, police and party agents (if they want to) will sleep at the polling stations tonight to make sure no one tampers with the ballot boxes. Already there are reports of two people in the north being arrested for interfering with the ballot boxes.
