Default TRUSTCO Rocked By Fraud and punishes collectively?

As the Namibian reports, Trustco was hit by a scam that fleeced the company of around N$1 million and thus the MD, Quinton van Rooyen, is apparantly considering collective punishment:

The company is now busy tightening its systems. It is contemplating unorthodox disciplinary action to hold the entire staff responsible for the fraud committed by some individuals.

Trustco Managing Director Quinton van Rooyen says he is also considering withholding Christmas bonuses from all staff. The Namibian was informed by a number of staff members that he had told them in no uncertain terms that they would not get bonuses this year.
    Does anybody have more details?

And are these now modern management techniques, old South African army style disciplinary action or perhaps even racism?

Well, it certainly is an interesting management approach. The company's boss, Quinton van Rooyen says he's "an absolute believer in collective responsibility, be it the responsibility to share in losses or the privilege to share in the wealth created."

I suppose as the company's owner he can do as he sees fit. I'm not sure it's possible to level charges of racims but I wonder what effect a measure such as this will have on the group's honest, hard-working employees. It's Machiavellian, for sure. But then many believe a Machiavellian approach to management is sometimes exactly what is needed.
