I like this term: Goodwill visit. As opposed to what: A malicious visit? I can't help but be cynical about representatives of highly repressive and oppresive regimes like China visiting our country. It just doesn't sit right. Le't shope he has lots of goodwill and a message how the CPPCC intends to address the myriad of complaints against Chinese companies and organisations operating in our part of the world. Goodwill is good, and important, of course, but it does not pay our workers living wages.
